Are you channel operator? If so, what happens when you type
Is +l enforced by Chanserv or another channel network service? (Q on Quakenet?)

The automatic user limit is a feature in channel protection. Right click your channel and select Protection from the Settings menu. Should be able to
configure it globally and/or per channel from the window that pops up.
